Thank for your replies. I think you are correct that the opacs I was
looking at with the richer feature list displays are Silver, not Phase 3.
I'll probably investigate the approach suggested by Laurie earlier but
first I'll check when we're due for Silver.

In the Silver release the display of Featured Lists was altered to bring
their look and functionality into line with the rest of the WebOPAC
screens. I think this could be what you're seeing at other libraries?
(And in case anyone's not sure how to tell a Silver WebOPAC from a
pre-Silver WebOPAC, in the Silver WebOPAC the "next record" and
"previous record" navigational buttons on record display screens have
been replaced by links underneath the search widget.)
