It depends on what you want to do with the macros. Do you want to be
able to just pull up a macro while you are already logged into the
innopac to send keystrokes? Do you want to automate logging into the
innopac, performing some tasks and then logging out?

If the former, I would use AppleScript or investigate one of the telnet
applications for Mac OS X [

starting point]. iTerm looks particularly interesting [
http://iterm.sourceforge.net/index.shtml ] and you can't beat the
price.

If the latter, I would use expect.

The TCL/TK Aqua port is probably the best source [
http://tcltkaqua.sourceforge.net/ ] for expect on Mac OS X, but it's
also available via Fink [
http://fink.sourceforge.net/pdb/package.php/expect ].
