Alan,

In my experience, you can't update holdings in OCLC
without an OCLC number.

If you like inputting your original cataloging into
Millenium vs. Catme/OCLC, you could try cutting and
pasting your record into Catme/OCLC after you've
completed it and then update and export.

Just a suggestion. I've not worked with Millenium for
cataloging, so I don't know how well this would work.
