We also want what you describe. I see two approaches to this problem.
To start with, we want to have the system have some basic rules
associating logins and location codes. This is really important in a
consortia-- a login associated with the Salem Public Library should
never even have the opportunity to choose location codes associated with
the Salem State College Library. We want to set up these rules in a
table, and then have them honored throughout the system.
And then there's templates. Right now when you set up a template, you
have two choices for fixed fields-- to choose a single code, or to leave
it blank so that all codes appear in the list. We want a third option:
to select a group of codes. These are the only codes that would
appear in the dropdown for this template. For example, one item
inputter might use a template that has all ITYPEs used by that library,
but another, who does only AV material, would have just the ITYPEs that
he/she actually uses.
This would make life, or at least inputting, MUCH simpler than the
all-or-nothing approach to fixed fields in templates now. This would
certainly benefit larger consortia, but also others who want to limit
the options for a template to a group of logical possibilities.

many entries.

In our setup of Millenium, for the coded fields all we have to do is
double-click in white space in that fields entry box, and a list of the
available codes is shown in a new display. Then we just click the code
we want, and Millenium enters it into the field. We are not actually
using Pcodes, but we do have Ptypes and it also works this way for
Itypes, Status, and other codes.

My question involves creating/tweaking circulation templates in the
circulation module of Innovative.
Specifically, I am wondering if there is a way to create a drop down
menu so staff could see the choices available for Ptype and Pcode.
Currently, staff must manually enter a number into these fields by
remembering all the various choices for each one. By creating a drop
down menu, staff would not have to remember not only what number to
enter, but what the number stands for. Using a drop down menu, staff
could see a list of choices along with a description. Much easier to
remember than a number-
Sure, staff can look this information up, but again, it would be much
easier if it was right in front of you.
Please let me know if there are any options available.
