Bib or item level holds

This is our problem with holds:
Bib level holds give copy returned soonest. This upsets academics when
they get given a 7 day student loan book instead of a main collection
book.

Item level holds allow students to hold every copy of the book,
upsetting their fellows.

Does anybody with the same issues have any helpful suggestions?
