We're a recently-trained NACO library, and one of the 4 over-riding
conflict principles for NACO is that a 4XX may NOT normalize to a 1XX
heading. Doesn't matter what record it's in. I think the 4xx needs to
be changed to avoid the problem and stay within the guidelines.

As you mentioned, that in a normalized setting, it is exactly the
same.
So a valid heading *does" appear as an invalid heading to our system.
The solution, well, is to do it manually if you prefer, or move it or
ask for enhancement that can check for subfields, but ignore all other
punctuations. This might not even be a perfect solution either.

think changing the 4xx to a 5xx simply to avoid having valid headings
reported as invalid would be a serious mistake. 5xx's are valid
headings
with their own authority records; 4xx's are invalid. I think changing
them
could cause many problems, both for patrons and for cataloging staff.

1xx headings do *not* also appear as 4xx headings. "Housing |x
Finance"
and
"Housing finance" are different headings, the first valid, the second
not.
The problem is that the Invalid Headings report can't tell them apart.
Likewise, "Painters |z China" is valid; "Painters, China" is a 4xx
reference to "China painters" (people who paint on porcelain).
