One more time, this is the result of the fact that the III system cannot
read MARC records. In a more sophisticated system, this would not happen.

I do not know how the system would know if 1xx established headings that
also appear in 4xx entries in other authority records could be not
invalid. I think maybe the authority record should be changed. Instead
of in the 4xx field, if it is in 5xx, you would not encounter invalid
headings report for the valid headings. Maybe a solution down the road?

Ruth,

This situation is not that uncommon. Because the system compares
normalized
headings (punctuation, capitalization, and subfielding are ignored), a
legitimate heading sometimes matches a 4xx reference. Another notorious
example:

110 20 University of Washington.
410 10 Washington (State).|bUniversity.

Every time a record with the heading Washington State University is
added or
updated, the Invalid Heading Report says the heading should be changed
to
University of Washington.

Likewise, if you have Automatic Authority Control Processing, adding or
updating the authority record will cause these headings to be reported
as
Near Matches. Fortunately, AACP will not flip the heading
automatically,
since the Update function requires an exact match.

It would be nice if the system were smart enough to not report valid
headings as invalid. For now, these reports should always be reviewed
be
someone knowledgeable enough to know the difference.
