David -- we use a patron called DO NOT RENEW and we place a hold for that "borrower" when an item is in high demand. We have to cancel the hold right afterward, so that real borrowers are able to check-out the item, but it's worth that work to control the behavior you describe. I'll be
interested in hearing how others deal with this.
