If you don't index it you can't search it.
Many vendors of electronic databases use the ISSN for the linking search
back to the catalog. If that |z or |y ISSN is in the database record for
the title then the user will determine that your library does not have the
title in question if you don't index it.
I agree that it introduces problems and complexities into ISSN matching, but
for us at least, there is no choice but to index it.

According to the MARC documentation those subfields are used when the number
is incorrect or invalid. If the publisher has printed an incorrect number
the item will show it even though some cataloging authority has determined
that it is not correct. MARC indicator info at:

Whether to carry this incorrect info in the bib record is usually answered
in
the affirmative. Whether to index by it is a trickier question. What
indexing on it will do to your match merge logic if you are doing subsequent
batch loads of record is an even dicier question...

ISBNs are not in the |a since it is on the matching title I have in hand,

when batch loading book and serial records to our OPAC it will increase my
