At this stage, permanent substitution phrases can only be created in the character-based system, but they will then be visible and available for use in Millennium. See the manual at #100695 (Phase 3).
Remember to restart Milcat after adding the phrase in telnet.

Subject: Substitution phrases in MilCat
Hello:
I have been trying to use substitution phrases in Millennium
Cataloging. There are certain fields that we use over and over
in bib records. I have not been able to discover a way to make
the substitution phrases permanent in Millennium. I can set up
a substitution phrase for a session, but when I logout and return
to work the next day the substitution phrase is gone.
Is there some authorization or Login Manager setting that I have
overlooked? We are on Phase 3 of Release 2002.
