Web Management reports - AGENCY (Item Record) needs to be included for circulation statistics

Problem : Need to have circulation statistical category for the Numeric 
Code in the Item Record for AGENCY (Region), which is used for regional 
holds Request

It is extremely frustrating that a NUMERIC CODE in the item record 
statistical category is not a code available in Circulation (Web Management 
Reports). I am referring to the AGENCY category in the item record that 
involves regional holds. AGENCY is the category that brings together 
regions for the purpose of geographical grouping, and not having it as a 
statistical category for circulation WEB MANAGEMENT REPORTS is a serious 
oversight. It would be a way of grouping together circ stats for the City 
of Milwaukee.

In the character-based version, under S > SYSTEM codes N > NUMERIC codes 
There are :

T > Patron TYPE
I > ITEM Type
P > PCODE3 (Agency-Region code in Patron record)
R > REGION (Agency- Region code in Item Record)

The first 3 of these codes are coded for circulation stats, and the fourth 
one is not.
