We are using Netscape 7.1 and ran into the same problem.  But we are on 
Phase 3.  III says this will not be fixed until Release 2003, maybe.  We 
did the following to use the Manual and the Web Management Reports in 
Netscape 7.1.  We went to http://java.sun.com/ for the  JRE programs.

Uninstall all Sun Java components
Install Java 1.3.0
Restart
Install Java 1.3.1_02
Restart
Install Java 1.4.1_02
Restart
Test
