Do you keep the suppressed items (ones to be withdrawn/deleted) forever on
your system? If not, they would only show up with Link Maintenance for a
little while until you delete them.

We've struggled with this.  When we first came up, we wanted to use
suppression codes in the item for items being withdrawn, missing, long
overdue, in staff-only collections, etc.  But we soon discovered that
this leads to the very confusing situation in the web catalog of having
the bib appear within a library's scope without the item.  We can't
remove the bib location, because Link Maintenance (which we run
continuously) will put it right back in.

The only work-around we could think of was to create a complete set of
suppression locations, which wouldn't be associated with bib locations.
  That would work, but it seemed cumbersome and we really don't want to
add more codes that will appear in every locations list in the system.

What we would like is to have the system know about suppression codes,
and automatically not display bibs within a scope if all attached
records for that scope are suppressed.
