We are a consortia of 4 state universities and a state library. We use the
*location* to clear out the library's holdings from the bib. (and suppress
or delete the item record). This way we don't use the BCODE3 unless we're
the only library on the bib record.

We have 4 separate library systems sharing the bibliographic records.
For anyone else who is in the same situation, how do you handle marking a
bib record withdrawn (delete) for a particular system?  I'm not talking
about the actual deleting of the bib record...only the marking of it for
deletion.
We can't use BCode3 because this would affect the other libraries.
The problems that we encounter are:

*     Library 1 marks bib Delete via BCode3; Libraries 2, 3, 4 still has
an item attached
*     Library 1 marks bib Delete via BCode3; Libraries 2, 3, 4 attaches
new item and removes BCode3 Delete
*     Libraries 2, 3, 4 marks bib Delete via BCode3; Library 1 still has
items attached
*     Libraries 2, 3, 4 marks bib Delete via BCode3; Library 1 attaches
new item and removes BCode3 Delete
*     Library 1 must update OCLC via batchload processing (sends a weekly
update to OCLC of all added and deleted titles).  We can't count on the
BCode3 field to locate these records because of the above situations.

Library 1 consists of 6 locations.  Each of which have various staff who
mark bibs for deletion.  So whatever we do will involve a quite a few staff
to become involved with re-training.
