I think that's correct. However, once you've launched the second module, you can close down the millennium control bar without losing the module.  If you need to open a new module, you can launch the control bar again.  In other words, used properly, its only a temporary sacrifice of a license.

The activated control bar session shows up in TASKS and uses a license.
So it appeared to me that 3 licenses are being used to open 2 modules.
