In phase 3 there is a new port (2082) that connects to the
staging directory. When phase 3 is loaded it is populated with
a set of default files from Innovative that are different than
your production port 80 webpac. I have not changed this on our system
since installation so http://www.consuls.org:2082 should show you
what this looks like after installation unless that has changed.
Now it is possible to setup a completely separate webtree and design
a new wepac setup which can be migrated into the production webtree.
You certainly don't want to do this after installation though. This would
wipe out your existing production files.
2080 is still there but uses the html files in your production directory
but with the testpac wwwoptions file.

My understanding is that the test port 2080 does not have an actual directory that is dedicated to it, what you got is only a new wwwoptions file associated with the port 2080 process and is different from the one that is used by regular port 80. With the Phase 3 staging directory (port 2082), you now actually get a physical directory for the testing files.
So if you have created test files for test port 2080, it will be stored under the regular screens directory and should not disappear by moving to phase 3.
However, I looked at our webpac server, (which is on phase 3) and found that although the test port 2080 is still running but the webpac to that port is not accessible any more. We never used the test port in the past. You might want to contact Innovative to find out whether the test port 2080 will still be available in phase 3.

We are on Phase 2 and currently use the 2080 test port which contains
copies of files we are testing out. With the new staging directory on port
2082 in Phase 3, what happens to the 2080 test port and the files contained
in it? Will all of the files that were in the port 2080 directory be
transferred over to the 2082 port directory or do they disappear? Before
we actually load Phase 3, we want to be clear on what will happen to these
files.
Thanks,
Barbara
