I agree-- there may be systems who want the ability to have duplicate 
barcodes for some reason.  The p number, not the barcode number, is the 
unique identifier in the patron record.

I think what we really want is to have the ability to set up our own 
systems with data rules that work for us.  We'd like to be able to 
specify in templates which fields are allowed, which are repeatable, 
which are mandatory and which are not allowed.
