I believe this falls into the same area as printing diacritics, although
the Sterling symbol is more commonly available than, say, the candrabindu.
Each printer setup in III has a "diac table" associated with it. This
table tells Innopac or Millennium how to translate each special character
or character/diacritic combination on its way to the printer. When there's
not a translation for a specific character it prints the bracket notation
you cite.
You could try different diac table options for the printer in question.
The proper one to use will depend on your model of printer, and possibly
on any software you are using on a PC, such as if you're doing passthrough
print through a telnet program.
(Dare I mention it? Print Wizard will help with this problem.)
