You have assigned the login you use to get into Millennium circ, to a
specific login group.  Either you have exceeded the number of allowed
logins in that login group, or some other sessions assigned to that
same user group have "hung up" during a power blip.  It is related to
user licenses.  Some libraries
put all their licenses in one big pool, most divide the users into public
and staff groups and some divide by department or branch.  You need to
remember that users are competing for licenses within their own login
group.  I'm sure the help desk can assist you on this, or you can try the
manual page 101723 (in Release 2002, Phase 2) and look for Login Groups.
