What is happening is that you are running into the limit of the number of concurrent users allowed by your contention groups.

In a nutshell, your contention group limits have been hit, and possibly your limits for total users.  This could be a situation where people have multiple sessions up at one time (each counting for one user) or if there are Millennium sessions that are hung up and are still counting against the user count despite the fact that no one might be using the system at that time (this used to be an issue, but seems to have been less of an issue lately (at least for me).

So the long and short of it is that you exceeded your number of logins.  If you go to management information and look at login statistics, you should see where problems are with groups hitting their max value.  The manual page # is 101565.
