We are a public library and do not issue library cards automatically.  We do 
distribute registration cards at the schools, but ask that the parents and 
students come into the library to get their library card.  We ask that 
parents sign for responsibility for lost or damaged materials for students 
under the age of 18.

I think if we issued cards automatically we would be issuing a lot of cards 
that never got used.
