Mil. Circ. unable to override system blocks?

Dear Innopaqers,
      Mil.Circ. isn't allowing us to override system blocks the way we can
using the telnet interface.  Is anyone else having this trouble?  There is
a thread in the archives relating a similar problem in ILL, but I didn't
see one for Circ. (We are still on Phase 2 of Rel. 2002)  Here's the
problem:
      When we are using the old interface, Circ. staff can renew an item
even if the transaction would be blocked because the 'borrower has exceeded
highest level overdues' (today's example).  In the new interface, we see
the problem, but there doesn't seem to be any ability to override the
block.  I've checked everyone's permissions, and taken another look at how
I installed Mil.Circ., and I can't find anything.  I also looked in Known
Issues in csdirect.  Perhaps I missed something.  Any ideas?
