We have this working as desired now. Thanks to Howard Pasternack for
pointing me in the right direction.
For the record and for those that emailed asking for the solution when we
found it:
THe Patron Request system also has a Request Rule File. In that file you
can (among other things) block requests when the item is available. I
thought we had done that but did not and were depending only
on the REQUEST option within wwwoptions.
Bottom line: on our system the Request Rule File has a rule to block
requests for available items and the REQUEST option in wwwoptions is set
to 'item'.
