I was sure that the patron limit (set in circ options) on Max ILL holds
included New requests in addition to Pending and Checked Out.  So if the
limit is 25 and I have 25 total counting pending and checked out, the system
would block me from placing new requests.  Yet the documentation and Help
Desk staff do not support my contention.  Has this always been the case or
did something change in a recent release.  We are struggling to manage ILL
and counted on the system to help.  I was sure I had tested this in the past
and saw a message stating I was blocked.
