I have had no luck with COPAC and I believe it's because they aren't
delivering MARC I found out at IUG that the III client doesn't handle
SUTRS. I think they're limited to MARC at the moment. I don't think the
III origin is able to communicate with the COPAC target-- I get unsupported
search messages. Later this year, I believe III will be able to output
SUTRS, but I don't know enough to know if that means being able to receive
SUTRS records.

 From COPAC documentation:
Record syntaxes
GRS-1 and SUTRS are supported. There are no plans to deliver MARC records
as part of the COPAC service.
The GRS-1 record isn't what it could be and will soon change in its use of
tags to conform to guidelines laid down by the ZIG.

3 - unsupported search
For the COPAC target this means it didn't receive a database name in the
Search Request. Probably means there's something wrong with your origin.
