I don't think it's negotiable unless you are a new III customer.  If you are
new and haven't signed a contract, then try to get 120 or more as part of
your contract negotiations.  If you are new and have already signed, you
might be able to get more by whining.

If you have had III for awhile, you probably will have to pay.  I think they
are sold in 40 list bundles.
