You need to ask III to turn this on for you.  It's listed in the FAQ "System
Changes Made by Innovative Staff" and in the manual under the What's New section at
the very bottom of the table of contents.  In includes what III has to set-up, what
the library has to set-up, and links to manual pages.

If you do turn it on, your library will no longer have a transaction history file.
