I tried the same thing in our training system, also Phase 3, and with 
the same AVS options.  From my limited testing, it seems that the search 
works correctly within scopes, UNLESS there happens to be one record 
within the scope that matches on the phrase.

For example, I searched on "China blues" (without the quotes) in the 
entire collection, and get the following results:
Tried: (china and blues) 5 records found

I search the same phrase within the Everett scope, and get these results:
Tried: (china and blues) 2 records found

But if I search the same phrase within the Beverly scope, I go directly 
to the bib record for "Red China Blues," the only bib in the database 
that has this phrase.  The search "china and blues" (without the quotes) 
within the same scope gets me two hits.
