Thank you to all who responded to my question about periodical lists. 
Here is a summary of responses, in case it comes in handy for someone
else.  If anyone has anything to add, I'm still interested.  Compilation
of responses follows...

One library adds a 690 local subject heading for '[library name]
journals'.

One library has a journal title index created by ISSN (222 field). This
also  includes non-journal serials in the journal index, but they've had
no complaints.  Their serials cataloger must be sure to add a 222 field
in our catalog, if one is not already present. Their patrons search for
journals by specifying search type. Sometimes their catalogers add extra
222 fields for additional access points from within the journal title
index.

One library continues to maintains print periodical lists, using
Access.  They only use III for maintenance of the holdings info within
their lists. They post their lists on the web and provide a warning on
their print copies "stating that the information is merely a snapshot in
time of holdings information and to refer to the catalog for current
holdings."

One library has added a unique entry "vljournals" in the 691 field of
electronic
periodicals records, and they've expanded their advanced search page to
include a drop down of resource types.  They identified a couple
problems with this approach: 1) the results only displays 12 items per
page and, 2) users may miss some titles because of the incorrect alpha
sort.  So, they are working on creating a separate a-z journals list
using a review file and a script.

One library gives their periodicals a general call number of "MAGAZINE"
so patrons can do a search for this call number, get a list by title,
then select the title they're interested in to check the holdings.
