We are a Windows 2000 and XP location.  I did not have to give any
special permissions on the 2000 boxes for Millennium to run properly.
The XP boxes did require read/write access to the millennium directory.

We run Win 98 and 2000 both in our various branches.  At least with
Millennium 2002 phase 1, I believe the access to various functions a
staff
member has is related to the permissions table in Millennium which can
be
changed easily.  You can run a simple test by changing the permissions
for
something readily accessible like circ permissions for a test staff
member
and see how your system responds.  After you change settings, you have
to
shut down and restart the workstation.

Our library uses Millennium with Windows 2000, and our staffers are able

to use it just fine without administrative rights.  It may be necessary 
for an administrator to actually install the software (though I'm not 
even sure of that) but definitely not to run it.
