To install JRE, you need admin rights. But the actual millennium client,
you do not need that.  Students' accounts do not need to be given the
read and write permission.

Our library uses Millennium with Windows 2000, and our staffers are able

to use it just fine without administrative rights.  It may be necessary 
for an administrator to actually install the software (though I'm not 
even sure of that) but definitely not to run it.
