Are you sure your on-campus users can login to your WebOPAC with Login
Name = (none) i.e. blank?  I tested with a blank login and got a 403 error
message.  You should normally set a higher Service Level for your
on-campus logins than for off-campus logins.

ALL means the rest of the world.  Any IP addresses not already defined in
the table will be covered by this one line.  Unless you want to give your
off-campus users higher privileges than your on-campus users, I suggest
you assign a lower service level to this login.
