More details on Set Up ideas we are looking for

I am reasking my question as the suggestion (it is a good one) from the list.  

As I stated, we have just finished intial training and are looking for ways to make initial set up of our system easier.  We expected a web interface but are presented with a character based solution without validation.  We are looking for suggestions or ideas from people who have been through this as to how to make this easier if possible.

We are a consortium of 7 libraries so we must do everything by committee.

The areas we are interested in include:

Loan rules
Loan Rule determiners
General system options (we will try to avoid grouping)
Location Information
and anything else I forgot

We have to get this done by mid August as well as do the profile review and approve so we are looking for ideas.  (I will gladly discuss the details of the short time frame off list with anyone who wants to know)
