We are single library circulating all our periodicals. For all of our volumes we do create item records. This streamlines circulation process. Few years ago we were creating records on the fly, but telling the truth much more work was involved with that process. With individual item record you get really nice circulation statistics. Our network, CLAMS(34 locations, 29 libraries, including one academic) made
a decision when we migrated to III that individual issues of periodicals
which were circulated should be attached to a bib record. This decision not
only makes it easier to track overdues, but also makes the items searchable
and requestable. We have found that most libraries in the consortium which
wish to circulate their periodicals do not have a problem with this "rule".
We do NOT encourage on-the-fly usage as this was a nightmare to clean-up
when we migrated from DRA.
