RE: All Ports in Use when they are not

We had a problem that might be similar.  Innovative called it a problem of 
"lost licenses."  This happened when a staff member closed a session, 
telnet or client, but for some reason the server did not recognize that the 
session had ended, maybe because the user hadn't exited properly, maybe for 
some other, unknown, reason.  So the server, keeping a running tally of 
open sessions, responded as if more sessions were open than actually were 
and turned away attempted connections.  Innovative used to log into the 
server and kill these ghost sessions, and, after a while, for some reason, 
the problem went away.
