You are right, the "extra" values in the 008 field are not part of the MARC21 standard. The system creates these fields during the record download process from the MARC21 leader values. Millennium/Innopac does not have a separate field for the leader information so this is added to the 008 field for safe keeping. I suspect this is about to change, however, in reading the Release 2003 enhancements. Under Cataloging enhancements is listed:

MARC Leader
* Store the MARC Leader in its own field

I'm not sure how this will work or how it will effect existing records where the MARC leader information is already stored in the 008 field. Additionally, the export table "recreates" the MARC leader from the information in the 008 when you export MARC records out of the system.

Can anyone explain to me the rationale behind REC STAT, REC TYPE etc. -- these values that aren't part of the MARC21 008 but belong with the MARC21 leader -- appearing on the MARC summary screen at the end of the 008, whereas if you are in Bib record update and open the 008, they appear at the beginning?
