Offline Circ, Replacment Charges, and fines. Help...

Greetings all.

We’ve discovered a bit of a snag with the way we handle Bookmobile
circulations. Our Bookmobile runs Offline circ and we up load the
transactions at the end of each run. We do not charge fines on our
Bookmobile. What we’ve run in to is that when a patron keeps a book out they
are charged the replacement cost of the book. Then they return it the next
time the Bookmobile comes around. We upload the transactions, and tell it
not to assess fines. Since replacement charges are removed when the fine is
assessed, the book is being checked in and the replacement charge is left on
the account.

I’ve spent the last couple of days racking my brain trying to think of a way
to resolve the problem, or to come up with a work around until we get the
bookmobile online sometime next year. Has anybody run into this before? I
may be too close to the problem to see the obvious answer. Any thought on
this would be greatly appreciated.
