At Dallas County Community College District we have a joint college/city branch.
For students who do not have a city library card we leave the patron records in the system for one year after their expiration date. At the end of that year any patron who do not have materials or fines outstanding are deleted to free up space.
For patrons with a city library card we set their expiration date 2 years in the future. We leave their patron record active for 2 years then we delete them also. We keep a PC based file of the City patrons who were deleted in case they come back we can restore them. 
We get patron data loads from our Colleague system on a weekly basis to keep us informed of who dropped, etc. The extract programs to get the patron data from Colleague were written by programmers here at DCCCD.

At Andrews University if the former student does not owe of us something 
(either book or money) we delete the patron record.

But, all of our student/faculty/staff records are imported from a Banner 
system that tracks students and employees. If the individual returns 
their record will reappear in a patron load and a library record is 
recreated.
