Location is the starting point. Yes, all the other stuff is there, itype, loan rule number,ptype. But all these are tied to locations. You can use wild card to include a group of them, but if you want to circulate or non-circulate the items, they have to appear somewhere, and order is important too if you use wildcard. If the location is not there, the most likely scenario is that it will fall to the catchall line which probably says on circulation to anybody.

In our library we are updating our circulation system to reflect better the 
different patron categories. In the process we are reviewing the Loan Rule 
Determiner and adding new patrons and locations.
During the meeting, some of our colleagues argued that the location is not 
necessary on the table, given the fact that the circulation of an item is 
determined by the patron type, item type and loan rule number.
I argued that all four categories are necessary to be listed in order to have 
the circulation module function properly.
If anybody has opinions on this please reply.
