Although I am (with Corey Seeman) the incoming IUG Co-Enhancement
Coordinator, I cannot offer you an "official" answer to your question
(since there isn't one!).

Votes for enhancements in each category are counted separately.  If the
enhancement is very important to you I suggest you vote for it in both
categories.  Although we try and eliminate duplicate enhancement
suggestions as much as possible, in many libraries different categories
are considered by different groups of library staff.  It is therefore
important for some enhancements to appear in more than one categories
so they are seen by all the relevant people.

For the next cycle of enhancements we are proposing some changes, for
example, fewer circulation categories with more functions within each
category so there might be fewer duplications.  Watch this space!
