As far as I know "mediated self-booking" does not exist.  You can't
allow patrons to enter booking requests for staff to process just as
you can do for hold requests.

Don't use self-booking if you don't want your patrons to self-book
items.  If you want to allow self-booking on certain items make them
bookable in the loan rule.  Staff can book almost anything using the
booking module by overriding the loan rule - the system is sometimes
too forgiving in my view. :)
