I had the same reaction to the 8.5x11 situation that you did, and so, 4 years ago, I wrote some OCLC PFW macros to get around the problem (and print as many routing slips on a single sheet as would fit). I finally posted them to the PFW mailing list last fall. You can also find them on a web site containing nearly all of the macros I have written using the OCLC Macro Language for both Passport and CatME:

Click on "Macros for Use with INNOPAC". Towards the bottom of that page you will find a group of three macros related to routing slips. The accompanying text indicates how to use them. (I haven't tried it yet, but, with minor adaptation, I think they'll work with CatME terminal sessions as well.) Hope this helps!
