There are two options in the sendmail config file that can be tweaked
regarding load average:
# load average at which we refuse connections
O RefuseLA=12
# load average at which we just queue messages
O QueueLA=20
Those are the settings from our cf. If you are confident that the load
average really isn't that high (ours is under 1, so going up to 12 would
be very painful), then tweak these options.
Changes to the sendmail config file are usually handled through M4, but
I'm not sure how they work on this system (Tru64). You can just edit
the sendmail.cf file and change the settings. Make a copy of the old file
first just in case, then restart sendmail.
I would advise reading the O'Reilly Sendmail book if you are not familiar
with sendmail.
