I'm a patron at Santa Clara City Library as well as at my
own college library, and get email notices sent to different accounts
for the two libraries. I haven't noticed any problems getting
notices, but Santa Clara has their subject line set to "Santa Clara
City Library Notice" and their email account is "Circ Email
Notices" (notice that both subject and sender are NOT all caps and
ARE very descriptive). That account sends mail to my Hotmail.com
account, and it comes through with no problems.
At Mission College, our account is set up similarly - the Subject reads
"Circulation Notice", which is not so descriptive but which at
least has upper and lower case. Again, coming to my college email
account, it's received with no problems, and doesn't seem to set off our
spam filters.
