Let me clarify, we do not intend on using FirstSearch for Cataloging. We are an OCLC library and have an interactive interface to OCLC. We primarily want to use it to create order records, which will be overlayed by full cataloging after receipt.
I know that our INNOPAC is getting lots Z39.50 hits from other libraries, and I've been told by staff from those institutions that they are capturing our catalog records for use in their systems. It seems a pretty slippery slope to me.

I don't mean to rain on anyone's cataloging parade, but the following
statement from OCLC may be of interest to those who see z39.50 access to
FirstSearch as a viable cataloging option:
