Sorry, I don't know the answer to your question, specifically.
But I'm interested in this topic. I know that we can determine how much the
fines are, but you are asking whether their incrementation can be
controlled. 

First, I wonder what the fines are for?
We check out cameras, computers and projectors, all high ticket items which
only have a $3.00 initial charge and then $0.75 per hour after the first
hour. We have talked about charging more because it doesn't seem to enough
incentive for getting equipment returned on time. Are you wanting to make
the initial charge $15.00, or do you have other fines (hourly?) that are
automatically charged?
