RE: Library Priority Table question

In the Sarasota County library system, we rotate appx. every 3 months. 
We have a group that meets and decides whether to leave the everything
the same or to move up or down in priority.
That way, if a library has a severe staffing shortage, it gives a
little relief.  We also used priority zero for when a branch was going
to move into another location.
It seems to work for us.
