At Minneapolis Public, we decided to go with largest libraries first since
they have the most staff available to look for items. We considered smaller
less busy agencies however they also have the fewest staff and could get
overwhelmed with requests. The balancing program does help to distribute
the load. We did not assign the same number in the order to different
libraries, instead just luck of the draw when determining where to slot
libraries of the same size.
