Just for the sake of a contrary experience, we haven't upgraded to Phase 2 yet, but have upgraded all of our Millennium clients to JRE 1.3.1, and are experiencing no problems with backwards compatability to release 2002-phase-1/JRE 1.3.0. The machines are all Windows NT 4.0 or Windows 2000.
I later read the fine print and found the part where it said the Millennium client would automagically upgrade the JRE version if it was too low. Still, I feel safe knowing everything was done with the proper administrative privelidges.
The only problem we had was a few staff workstations were already equipped with newer JRE versions and the Millennium installer deleted those in favor of JRE 1.3.1, without asking, even though a dialog popped up and advised us to say 'no' when it asked. Whew.

We were an early install of Phase 2, so I'll pass along my experience:
1. Despite what some have told us, the help desk said that JRE 1.3.1 is
NOT backwards compatible. We tested it in a test lab here and had
problems. My recommendation is that you do NOT upgrade the client until
you convert to phase 2.
