Check out users manual page Page # 101196. The message comes from the status code of the order record. An order record that is not a firm order yet (selection record) has a status value of "1". This is how that record displays in the OPAC & Webpac.

	When we have order records on the ILS, the usual messages that we see in
	public mode are:
	"1 copy ordered..."  or "1 copy being processed..."
	
	Today we saw this message:  "1 copy UNDER CONSIDERATION".  I thought it
	might have something to do with a consortium, but we are a stand-alone
	public library.
	
	I couldn't find an explanation in the manual.
	
	Can anyone explain this message to me?
